Question

So, as many of you might know I mod a couple of icon communities (I gave up basic_icontest for the moment, I might go back some day but for now I'm happier with just the two). I also participate in a few (though a lot fewer than I used to).

The question I have for you, mods, participants, and people who just like to voice opinions, is about the 'Mod's Choice' award. My theory is that the icon that wins that award is my favorite icon that has not yet won an award. Back before we took over themed_icons the previous mod had the rule that Mod's Choice was awarded to an icon that got fewer than 5 votes. But recently I've noticed that several communities award Mod's Choice to an icon that has already won a place or special award.

Technically, that's 'more accurate', because if it's that mod's favorite icon, well, it should win. And I wonder if my way of doing it isn't a weenie way, the whole 'everyone should get an award' mentality (though I don't base it on who submitted the icon, very often the icon I pick was made by someone who won other awards with their other submissions).

Now, sometimes my favorite icon didn't win an award, and it's completely accurate for me to award it Mod's Choice. But if my favorite icon wins, and I work my way down the chain of my favorites to award my choice, is that right, or fair, or what?
